CPU fan running ar high RPM/very loud

I just installed an MSI 970A-G43 motherboard and the main system fans are running about 1000 rpm but the CPU fan is running between 4500-4600.

Also whenever I try to boot the computer it just gives me the windows repair screen and won't boot.

is there a way to bring the fan speed down and get the computer to boot up before it blue screens?

  1. Rest of your specs? Are you sure the cooler is seated properly and the CPU is not getting to hot?>
  2. The CPU is running at around 36-38

    AMD Phenom II X6 1035T Processor
    2.6 Ghz
    6 Mb RAM
    MSI 970A-G43 Motherboard
    EVGA 8800 Graphics Card
  3. Are those temps at max load? In the BIOS?
