Does a more powerful GPU compensate for a CPU that is not meeting requirements?

If you take a look at the Watch Dogs system requirements, they are truly something to behold. I'm covered in the graphics department with my HD 7870 but my FX-6300 is falling short of the recommended CPU. I would just like know, will an excessively powerful GPU help compensate for a CPU that falls a bit short?

No. Some games do just fine with a lower powered CPU but some games are very CPU bound. I'm not familiar with Watch Dogs but if an FX 6300 does not meet minimum requirements it must be very CPU bound.

The FX-6300 is well over the minimum CPU, but the recommended CPU is an eight core/hyper threaded CPU like the 8320 and i7 2600k. The ultra requirements are even more ridiculous. Either an 8350 or 3770k...

^ FX-6300 is a amazing CPU Watch dogs(being in open world game) will be very CPU bound but just get a 212+ heatsink or better and overclock the guy it should make up for any issues. But honestly as is you will be able to play the game on high-ultra 1080P.
