I want to buy a new Graphic Card For my Desktop PC and its configuration is:
Intel Core 2 Duo E7500@2.93GHz. 4GB RAM DDR2 and I have a monitor with 1366/768 resolution. Please Suggest me a best graphic card which can play all the latest games with high graphic settings. My budget is less than 10,000 INR.

10,000 INR ~ £200. You might want to consider upgrading your CPU, MOBO and RAM. Otherwise there'd be some major bottlenecking.

I have 450 watt PSU and my motherboard can support graphic card as i am presently using Nvidia GT 520 graphic card.My motherboard support PCIe Xpress x16 bus lane Version 2.0.So i can use a latest graphic card.Now my CPU runs at 2.9GHz and i have 4GB RAM so i think there won't be any problem of bottle-necking.

Is this going to be for gaming or for just a regular use of web browsing/surfing and office applications?
If it's the latter, then what you currently have is more than enough.
If it's for gaming, it depends on what games and your expectations and quality you're trying to play it on.
If you want to play newer game titles at a slow and low quality but playable state of gaming, then I would suggest a lower end GPU around ~150$ below.
If you want to play at a better quality, fast and a little competitive, then I would suggest to maybe save up for a whole new build.
If it's for Photoshop/Video/3D Rendering, then yea, buy a new computer.

Your Core 2 Duo E7500 will not be able to play all the latest games with high graphics settings, no matter what graphics card you put in it.

With that said, I would recommend a 7770 as it will be a good match for your CPU and you should be able to play most games with it.

Luco TF recommended a 7770 graphic card.But i would like to ask that what about Radeon HD 7750 1GB DDR5.Does 7750 match for my cpu and play some latest games with high settings?

It's the best of the 'I'm not touching my PSU' cards and we're talking about a C2D CPU here. No need for that attitude son ;)
