My friend tells me that an intel processor performs much better by itself than paired with a gpu for gaming/internet usage. Please explain why this would be and if this is true or untrue.

That is untrue. The processor itself MIGHT perform better, highly unlikely, but the entire system would be lacking and hard pressed. If you do any sort of gaming a graphics card is a good, if not necessary investment. If all you do is web just the cpu will get the job done. But a graphics card overall is probably the most worthwhile investment in a PC.

What games are we talking about?
candy crush saga?
farmville?
robot unicorn attack?
solitaire?

Sure, you don't need a dedicated graphic card for internet, office work, most of the casual time killers and old games /since the integrated GPU beats many old dedicated GPUs/.
But once you want to play some newer games at reasonable settings and FPS you will need a dedicated GPU.

Also, there is the question - what GPU? Sometimes the GPU can be weaker than the integrated one...

My friend told me that the person he built the computer for plays crysis 3 on medium and some other more games similar to that. I told him a graphics card would help, but he insisted that the processor performs less efficiently. He overclocked it a ton. A nvidia gtx 670 is what i recomended him.

He insists that the a cpu is fine for cysis 3 and runs it on medium. I recommended a gtx 670. He says it is just fine for crysis 3 and other games more demanding like that.
