Where can I get a replacement heat-sink cooler fan for my HP p6000 series desktop. P/N is 13G075071410H2.

Sounds like a fan issue. It is probably a plain 80mm fan, you can get a replacement off newegg for 5 bucks (sometimes with leds if you want). http://www.newegg.com/Product/Product.aspx?Item=N82E16835150007
I had the same issue after I had a power surge at the house. I ended up opening up the power supply to find three of the 10V 2200uf capacitors were burned up or bulging. I bought the new capacitors from a local electronics shop for about $4 and soldered them in. Hooked it all back up and it works just fine now.
