I just got all my parts in and an anti static wrist band. I'm going to install my cpu and ram outside the case. (Or should I install it inside?) Anyways, If I attach the alligator end of my wrist band to a metal part of my case (Haf 912) Will I be safe to work on my motherboard and cpu outside the case on the motherboard box? Thanks for reading

Static isn't quite as big of a worry as you are making it. Just don't shuffle on any rugs, and touch the case before touching any electronics and you are good. Just the fact that you are thinking about it is what is important.

I prefer to mount the motherboard before installing components since I am more worried about the motherboard flexing when I have to push on it, but I'm sure it will work either way.
