First of the new amd cards are something i no nothing about so if any of you could tell me something about them that would be nice. I've read but never understood it well.

Second thing:
ASUS R9 270X DC2 TOP 2GB DDR5 PCI-E

OR

Gainward Nvidia GeForce GTX 760 2GB

Of those 2 i would go for the 760. The 760 is always regarded as a $250 card however most aftermarket versions run closer to $300. At that price I would get an R9-280X which is basically a re branded 7970 and would crush the 760 for only a few dollars more. The 270X is nothing more than a regular (non tahiti based) 7870 and honestly kind of a rip for $200

the dumb down version your looking for is amd took a page from nvidia 700 line of cards. (reused there gpu core tech they had) added faster ram and bump up the clock speed a little bit..renamed the card to think people were getting new tech.
the new amd cards took the same playbook but the new cards came out at the price of the cards they were replacing not higher.

if you read the review when some of the 7970 cards dropped when new they were almost 500, now there at 200.00. when you read the review keep in mind the core gpu tech your reading about. amd has few named gpu cores. the r9-280 core is the Tahiti that in the 7970 that it replacing.

Yup your're right... But I got an ASUS 7970 DC2 for $250 and its a golden chip OCing wise
Im pulling 1230MHz on core with 1244Mv and 6GHz on mem and Im completely stable.
After upgrading from a 670 to my heavily OCed 7970, my PSU blew on the fouth day!
And my card is fully unlocked, without that stupid VGA hotwire thingy.
