Why do some cards have a considerably lower core clock rate?

Consider these two cards: MSI Radeon R9 280X Gaming and XFX R9 280X.

The first card has a core clock rate of 1.0GHz (I believe it is slightly overclocked; the reference card has a clock rate of 950MHz, correct me if I'm wrong) and the second has a clock rate of 850MHz (it's only 1GHz after a boost!). Why? The second card is even a few dollars more expensive. Is this on purpose? Why do manufacturers do this? How does this affect performance?

The MSI is on a non reference PCB most likely. They will run all about the same, you can also OC to get them to the same speeds anyway. If they are at different speeds its not the biggest deal. Also high end XFX cards arent the best.
