Entire Gaming PC for Friend

I need help in making an entire gaming PC for a friend. I have built my own rig (hd 7950 boost, 8gb ram, i5, HAF 922, MSI z77a gd55, good stuff :D ) and currently he wants to build one but his dad is quite stubborn. His dad argues that an amd a8 from an ibuypower PC from WALMART would outperform an i3 with a gtx 650 ti. He says if I can get a rig that is 700 dollars and maybe a little over, and I convince him enough, he'll buy it, but he actually thinks that CPU and RAM are most important. I'm not sure he understands my friend will use it for gaming, BUT ANYWAY. I need help on making a PC for 700 dollars. It can be any website. I have been looking on newegg and all the combo deals that make you save like 100 bucks but I'm spoiled and always say "Oh, it's only a little more but its for a good reason!" Anyway, help on building 700 dollar PC

However, OS is missing.... and that will make it 800... I really like this rig though, so Ill keep it in mind. If you could offer something INCLUDING OS that is 700, that would be great.
