so i have the two options of buying either a used i5 or i7 cpu for a steal but they are OC'd and i don't think my budget will allow me a z77 mini itx board if i do get one of the above CPUs. my concern is whether it will be ok or not to put them on a cheaper mini itx board with no OC features. i know it would be a wiser choice to go with standard sized builds but i really love the compact cases and they will be perfect for my home setup.

Yes it will, the settings for the overclock are set with the motherboard you are using, it isn't actually stored in the CPU itself. So as soon as you switch it to the new motherboard it will run on whatever settings that motherboard tells it to :) so you will run with no problems
