Major lag in everything

My rig is
Nvidia GT610
Petium D 820 at 2.8 ghz
Ram 4gb ddr3 clocked at 1333mhz
screen resolution 1280*1024

I used to experience minor lagging in gaming.... but yesterday while playing an online game the Fps used to drop from 30 to 7 and it was very painful.
I restarted my computer but it did'nt help!!!

Eve when watching videos now... many a times the speech goes out of sync and sometimes also lags.. idont know whats the problem and one more thing while doing all these stuff my cpu usage strikes 100%.... please help i am having a very hard time

You're using 10 year old technology. What did you expect? In this case, that "D" in Pentium-D stands for "Dinosaur". That nVidia GT 610 has less power than a Radeon HD 5450 and you're trying to game with that at high resolution? Sorry, but you're going to need to spend a bit of money to fix this problem. It's obvious that you don't have much money so I'll keep it as cheap as humanly possible. At least you can still use your existing RAM. Here's what I recommend:
CPU: AMD Athlon II X3 450 3.2GHz - $70

This is by no means a powerful gaming system but if you've been surviving on what you have, this will blow you away and it's only $160 for all of it. I'm afraid that's the best that I can do for you. At least you won't be lagging anymore.

Before you ask, no, there is no way to fix what you have. It has had its day and its day was 10 years ago.
