Computer wont boot, keeps restarting at bootup

My computer wont startup. when i press the power button, theres the bootup sound. But nothing on the monitor. Then the bootup sound keeps replaying itself, every 3 seconds or so. Nothing projecting on the monitor. The monitor is fine. What seems to be the problem?

Try to replug your monitor cable. If that doesn't work, try to re-seat your RAM. Can Try plugging your VGA/DVI/HDMI to your motherboard instead of your Video Card.
