I'll second what theornem2 said and add that you shouldn't spend ANY money on these CPUs. Having said that, the Pentium-4 isn't even close to the Core2Duo in every respect.

The Pentium D is 2 x Pentium 4 Netburst architecture chips on the same die. Core2 is a entirely new architecture, The 2.2Ghz Core 2 is faster than the 3Ghz Pentium D. In fact a 3Ghz Pentium D is roughly the same as a 1.4Ghz Core2 chip even though both chips are dual core.

Both are very obsolete at this point.
 
Core 2 duo is better than Pentium D. Even a 1.8GHz Core 2 Duo can beat a Pentium D at 3.4GHz. The Pentium D was a poor performer compared to Athlon X2 processors and Intel's newer Core 2 duo processors. Newer processors perform much better than both. Even sub $100 CPU's will outperform those older chips and depending on your motherboard socket you can have nice upgradability. If you're thinking about buying one of these processors you shouldn't spend much on it.
