My PC freezes on startup every time i turn it on.

Everytime I turn on my PC, it freezes and I have to reset it in order to get to the OS.I brought it to a service and they told me that the weak power supply causes it.They changed it.However, the issue still occurs.Any idea what the problem might be?Thank you.

Here are my specs:
OS:Windows 7 Ultimate x86.
CPU:Intel Core 2 Duo E8400 3.00 GHz.
Video:Nvidia 8800 GT 515 MB RAM.
GPU:4,00 GB (3,25 usable)
HDD:1.Hitachi HDP725032GLA360 ATA Device. 300 GB.
2.HDS721050CLA362 ATA Device. 465 GB.

After a reboot, the PC usually starts working, but sometimes I have to reboot several times in order to be able to proceed to the OS.This issue has been appearing ever since I bought the PC. I hope you can help me.

Had a similar problem with faulty RAM - first boot always failed, and a soft re-boot started without problem.
Try re-booting with only one stick of RAM at a time to see if there is any difference.
