Are there any other games that you have tried to play besides Saints Row the third? If not, then you may need to install the files that the game is dependent on, such as Direct X or Microsoft .NET

Your CPU and RAM definitely meet the requirements, but what about your graphics card -- if you have one? That'd may have an impact, though the integrated GPU for that CPU can run it. Have you tried both DX9 and DX11 modes?

And, there's a chance that you may have to either re-install the game, or at least verify the game's files. To do this, right click the game in Steam and go to the "Local Files" tab and select "verify integrity of game cache"

Okay, do you play any other games besides it?
If not, I think it'd be good to check for heat problems.

As far as files go, for the game:
Direct X: http://bit.ly/JjnqGF
.NET 2: http://bit.ly/1eoGNOI
.NET 3: http://bit.ly/1955Nsa
.NET 3.5: http://bit.ly/Je34j9

There may be other versions for you to install, but that should cover those dependencies.

Also, this forum may be able to help get you some ideas: http://bit.ly/1956HF2
I saw at lest one thing that worked halfway for them: "but when i delete the "\Steam\userdata\<account>\55230\remote\sr3def_profile"-file, i have access to the main menü, but when i want to change any setting or start a new game, SR3 will close." so that may be worth trying...

Well, those should be quite a bit less stressful for your hardware -- perhaps a temp check is in order. http://bit.ly/dxeleD
Install and run this before loading Saints Row, then perhaps give a screenshot of the temps.
