My mouse works fine on my laptop but on my computer it doesn't respond at all. I went to device management and the mouse weirdly appears, so my PC recognizes that a mouse is there but it doesn't function at all.

How far away from your tower is it, and are you using a Micro USB to connect a wireless mouse? Micro USBs have terrible range, and start having detection issues at around 3-4 feet away from the device.

I doubt distance is an issue since it works perfectly with my laptop regardless of the distance, I must also add it is a wired mouse. Thanks for the response though.

Hmmmm then try checking your peripherals in the BIOS. If you have a UEFI BIOS (or technically just a UEFI) your mouse should work fine there. Then go ahead and check to see if it's somehow disabled.

thanks to your advice I have made some progress, I went to the Bios Menu and for some strange reason the mouse started working perfectly, so I exited BIOS, went to the desktop and now it is not working again.

Ok, so now we've at least confirmed that your USB port is functional. Perhaps the drivers are just not installed or are turned off? The BIOS/UEFI uses its own individual drivers than Windows does, iirc. I'm assuming you're on Windows 7.

Start > Devices and Printers > Mouse Icon (The name might vary, but it should be the icon of a mouse) > Hardware Tab

You'll now see a list of "Device Functions". One-by-one highlight each listed function and use to the tab-key to get to that function's properties. In properties, ensure that the device is enabled. You'll know it's enabled because it'll give you the option to disable it, and vice versa if it's disabled it'll give you the option to enable it obviously.

If that doesn't work and all the device functions are confirmed to be enabled, then it's a matter of drivers. Try using the same method to get into the properties section of "HID-compliant mouse" and use the update driver button. You'll probably be given the option to search online (automatically) or locally for your drivers, and chances are you'll want it to be automatic. Do so. If that still doesn't work, then do the same method of updating just mentioned in this paragraph but for "USB composite device" (I'm assuming it's a USB wired mouse, but if not, then whatever input device you're using).

Still no luck, perhaps is there something I could change in the bios menu?

Hmmm, it's possible, but it's hard to say off hand without knowing what your BIOS looks like. There may be a "peripherals" section of it. If you could go there and find the mouse and keyboard option, you could try fiddling around with those. Just stick to that area if you're unfamiliar with the BIOS.
