Only Half of RAM currently usable (system reserved)

I don't consider myself to be completely computer-stupid but I'm definitely not an expert and I must say, I think I'm at my wit's end with this one. Currently I have two sticks of 4GB installed (in slots 2&4 for dual channel) and have tried switching them around and also in slots 1&3 to eliminate the possibility of one of the slots being dusty/broken.

I'm not 100% sure but from what I've read and seen it looks like my graphics card is sapping half of it and the board seems to be running in single channel. Unfortunately on my BIOS there doesn't seem to be an option for memory mapping (that I can find) which I've read can also be a culprit. Any insight on this?

You have 64 bit Home Premium which means you have a limit of 16 GB max. As far as I can tell, you don't have integrated graphics, so you shouldn't have any RAM being used up by the graphics. Unless you have 12 GB of graphics card RAM (which would be like 4 graphics card), that would limit you to 4 GB.
This is usually a hardware issue. Since you reseated your RAM and still have the issue, you should try doing the same with your CPU. Make sure the pins are clean on the board and their is no debris between the socket and CPU.
