Low GPU Utilization/FPS in Guild Wars 2 and WoW

I am getting low fps and GPU usage in GW2 and WoW. Changing graphics settings and resolution make almost no difference in fps. CPU is Core 2 Quad Q6600, GPU is a GTX 560 Superclocked. The GPU only appears to be about 40% load. Possible CPU bottleneck?

the problem is the cpu. gw2 is extremely cpu limited. Especially during the world battles. gw2 is only dual threaded... meaning it will only use 2 cores.

you might get some improvement if you overclock the cpu... might is the key word. current AMD cpus struggle with that game to a point even overclocked... and they're much faster then that old q6600.
