Do all hardware VPN boxes require a fixed IP

I am trying to connect two sites using a VPN.

Both sides have a NetGear Firewall (Which I hate!)
The Netgear firewall requires you to enter the IP of the other end of the VPN. This means that they both need expensive (Fixed IP) ISP connections.

Is there a hardware box that will simply accept ANY VPN connection request it receives?(provided it uses the appropriate Password, etc)?

Yes, most firewalls allows you to use a domain name to specify the other end (which can be updated using DynDNS), or the use of aggressive mode IKE, which doesn't require you to specify a remote host at all (it accepts it if the passphrase matches).

Examples of free firewall software that supports this, that you can use in VMware or on your own hardware (such as ALIX) is pfSense, m0n0wall, Halon security router, Vyatta, etc.
