Yes, it will run it but you will need to use a Molex to PCIe 6-pin adapter as the PSU only has one 6+2 pin cable and the video card requires 2 6 pin PCIe power cables.
It'll probably be okay, but you are cutting it close with little room for overclocking. There's a XFX 550W PSU for only $10 more. And that is a very solid PSU for its price.
This 430 will power your setup just fine with the caveat of the Molex to PCIe adapter I mentioned in the previous post. The general PSU calculators are taking into accound PSU's with multiple rails, low quality PSU's and then to get your system in the 40%-60% PSU load where you see the optimal efficiency. Your systems regular power draw will sit just under or right in the ~50% area.
