New motherboard doesn't detect GPU, can't install CCC

I RMA'd my old broken motherboard but the new one won't pick up my graphics card through the HDMI port. If I use the motherboard HDMI port and on-board Intel HD 3000 graphics it works fine. I figured maybe it wasn't detecting it because the drivers weren't installed, but when I try to install CCC I get the "application install: install package failure" error. AMD's guide to manually installing the driver is actually an update guide, as it already requires you have an AMD driver in the display section of the device manager.

Before doing these things I also used the uninstall app provided on the website. Any ideas?

Yeah the PCIe plugin is in and the card's fan is spinning fine, it just doesn't seem to be displaying anything.

Normally when nothing is detected my TV says something like "Display not found" but in this case it's just a black screen, so it seems the GPU is displaying to some extent.

No change after resetting the CMOS . I also went in manually and completely disabled IGP in bios (instead of only when it detects external graphics I guess?) and that didn't work either

The GPU and motherboard were both recently replaced with RMAs so I doubt either of them are defective. Any other ideas?

btw this is assuming I reset CMOS correctly. I moved the jumper from the normal 1-2 position to the 2-3 position then moved it back after a while, which is what the internet said to do.

I didn't mention it initially but the RMA'd card actually worked on the first motherboard, it just doesn't work now. It'd be a pretty extreme coincidence if the PCI-e port on the new motherboard didn't work which is why I didn't think it'd be the case.

I have no other computer to test it in so I'll probably have to take it to a computer repair shop to be tested.
