I have a dell dimension 5150 with the following specs according to DirectX Diagnostic Tool (sorry if I missed out any important info or given unnecessary info)

Operating System: Windows XP Home Edition (5.1, Build 2600) Service Pack 3
Language: English
System Manufacturer: Dell Inc.
System Model: Dell DM051
BIOS: Phoenix ROM BIOS PLUS Version 1.10 A02
Processor: Intel(R) Pentium(R) 4 CPU 3.00GHz (2 CPUs)
Memory: 1022MB RAM (2 x 512MB + 2 spare slots) also I am hoping to get this to 4 x 1GB
Card name: RADEON X600 256MB HyperMemory
Manufacturer: ATI Technologies Inc.
Chip type: RADEON X600 (0x5B62)
DAC type: Internal DAC(400MHz)
Display Memory: 256.0 MB
Current Mode: 1280 x 1024 (32 bit) (60Hz)
Monitor: Plug and Play Monitor
Monitor Max Res: 1600,1200

Could someone help me figure out what is the best gaming graphics card I can for this computer? also I would like to know a few cheaper options if the best graphics card costs quite a bit.
I would hope to at least play minecraft with pretty high settings and generally be able to play newer games as well.

Since you only have a 305 watt PSU I would suggest a HD 7750

http://www.newegg.com/Product/Product.aspx?Item=N82E168...

It's $80, $50 after rebate

Nice. But to the author, don't expect much. Even when upgrading video card, your pc isn't very good.

I second that, the 7750 would probably be bottlenecked by the CPU. 6570 will be able to play Minecraft fine maxed, it's cheaper and wont use as much power
