games stuttering (going from smooth to choppy every 1.0 sec)

happens when running my games. I don't know how many games this affects of mine.

Before what happened?
Did you try updating to beta drivers? Did you try updating windows? Closing background applications? Lowering game quality or resolution?

You may just be missing drivers, and chipset updates...etc. Run through all maintenance steps and see if it helps. (Updates, cleaning temp, defragment...etc.)
And I'm 99% sure getting the 13.11 driver for you're card will help. Give me 1 minute to provide the URL.

For HP Utilities, Drivers, BIOS...etc. -Be sure not to 'update' over AMD's graphic beta driver

Ok you reinstalled Windows. Why?

After reinstalling did you go to the HP website and download and reinstall all the correct drivers as was already asked above?

I had an error (blue screen of death) so i formatted the drive and re installed windows 7 then i went to my manufacturers web site (HP) and installed every driver and then i go to play my games and they are choppy.

An error causing a blue screen is most often not something fixed by reinstalling Windows. It could have been anything from a driver conflict to a hardware error. Don't suppose you wrote down the error code?
