Looking to replace my 6850 with a Gigabyte R9-280X OC.

My specs are:
8GB 1600MhZ RAM
i5 4570 CPU
Bitfenix Shinobi with adequete cooling

R9 280X (to be)

And the main one..
Corsair HX650 650W Professionals Series PSU
~
On the website for the R9 280X, it says the power requirement is 600W. With my current system and a 280, will my 650W be enough to power everything safely?

Those "recommended requirements" are absolute bull. They're never accurate. The GTX Titan of all things only requires around 260 W to run on its own. Obviously the weaker R9 280X would require nowhere near as much power. Those recommended requirements are always assuming you have a completely overpowered system, but in all honesty they're never right. AMD even lists a disclaimer basically stating that their estimates are never accurate. Looking at the Radeon HD 7970 GHz (about equivalent to the R9 280X, perhaps a slight weaker) on AMD's website they say the following regarding power:

- 500W (or greater) power supply with one 150W 8-pin and one 75W 6-pin PCI Express power connector recommended8
- 850W power supply (or greater) with two 150W 8-pin and two 75W 6-pin PCI Express power connectors recommended for AMD CrossFire™ technology.
NOTE: Minimum recommended system power supply wattage is based on the specific graphics card and the typical power requirements of other system components. Your system may require more or less power. OEM and other pre-assembled PCs may have different power requirements.

The only thing to truly trust is a PSU calculator such as this one here:

650 W is more than enough to handle your setup.

Not only that, most GPU vendors overestimate wattage output and assume that you have a poorly made, generic power supply. A quality power supply will handle the output required by the more power hungry graphics cards no problem. A low quality power supply? Forget about it!

Agree with the last couple of posters, PSU wattage has gotten out of hand. The recommended power is always quite a bit more than what you actually need. Take a look at Valves steam machine running a Titan and 4770 on a 400-450W PSU.
