AMD HD 6xxx driver breaks windows

Just reformatted. Fresh install of Windows 7 Home Premium 64 bit. Was installing windows updates. Installed the recommended driver update for my video card (radeon hd 6670 1gb) and it appeared to install successfully. After rebooting, windows only got as far as loading an empty desktop background with no icons or start menu bar. ctrl+alt+del turned the screen black, I still had a cursor. Had to do a system restore. Got driver from AMD's website instead, same thing. Tried their auto-detect driver tool, it pointed me to the same driver I tried. I tried an older version of the driver for my video card with identical results.

Solved! Oh, I feel dumb for this one. I was stuck on it for days. Tried checking BIOS, unplugging and reinserting card, everything. Must've reinstalled drivers and invoked restore points at least half a dozen times. Posting solution in case someone with a similar issue stumbles upon this.
The new driver of course reset all video settings, which set my turned-off television (connected through hdmi) as monitor 1, and my desktop (vga) monitor as monitor 2. That's why it loaded a blank desktop for me. I was looking at monitor 2. I forgot the TV was even plugged in because Windows didn't detect it before the driver was installed.
