CPU Z showing core speed dropping from 4500 to 4400 and going back up. is this normal?

I'm trying to overclock my i5 3570k to 4.5ghz and in CPU Z it shows it dropping to 4400 for a short second and then back up to 4500. Isn't it supposed to stay at a steady 4.5ghz? Why is it dropping to 4400? Is this normal?

I already disabled that.

Well I can't seem to do it in my Asrock BIOS. When I try to go to it, it skips it. I am able to go to speedstep but won't let me go to turbo boost.
