cpu bottleneck gpu

my pc specifications :
CPU : core 2 quad q9550 2.83 GHZ
Gpu now L MSI 7750 GDDR5
ram : 8 GB DDR2
is i want to bring a new Gpu ( two choices)
1- GTX 650 TI boost Asus
2-Asus Radeon 7790
will the bottleneck phenomenom will happen in these two cases >>>& what is the percentage of performance loss & which one you advise me to choose???

even if i play with 1600 x 900 resloution bcz that's recommended in my screen will be a huge bottleneck >>>>& could you please give me the loss of performance in percentage

the preoblem is that i want to order this card (GTX 650 ti boost) from another country ...i dont want to have any big obstacles...in the performance ...i m not a big demander ... i just want a card that makes play every good game in the next two year ......so what to advise .. it s critical

Should only be around a 5% loss max and the 650ti boost should play all current games at like 60 fps on high
