Solution
Yes it can easily do 60 frames per second on Battlefield. One of my single 670's handles the game on Ultra 60+, and a 670 is just a tad faster than a 760, so I would say you're fine.

If you can handle Battlefield 3, you can handle Battlefield 4, at least from my personal experience you can; BF4 does not seem all that more demanding.

An R9 280X will be more powerful and handle Battlefield 4 well too, so here is a recommended build with quality parts that will handle the game very well:

CPU: AMD FX-8320 3.5GHz 8-Core Processor ($153.61 @ Amazon)
CPU Cooler: Cooler Master Hyper 212 EVO 82.9 CFM Sleeve Bearing CPU Cooler...
You did not mentioned the GPU that you are using?

Anyways for 1000 dollars, this is the best build for the buck.

+ 4 Cores 8 Threads CPU which is a beast.
+ AMD R9-280x which is an awesome GPU for the money, as powerful as the Nvidia 770.

This build can play Battlefield 4 just like butter. So, this is a really awesome build for the money, definitely go for it.
