Video and sound stuttering in a lot of games?

Hey there. I play some video games and have a laptop and on day the sound suddenly started to stutter. Like if I'm playing League of Legends and the announcers voice comes it says: Wel... wel... wel... welco... come... come... to... summ... summo... mo... ner... ner... ners... ri... rif... rift...

Alot of the time the sound stutters i get fps drops aswell. I don't have the best gaming computer but it should be able to run all of the games i play on med-high.

I have tried looking for the answer for this problem across the internet for more than half a month but I'm completely lost. I'm not sure if this is a hardware problem or not.

My basic computer specs are:
Processor: Intel(r) Core(tm) i7-3610QM CPU @ 2.30GHz 2.30 GHz
RAM: 4.00 GB
System type: 64 bit operating system
Display adaptor: AMD Radeon HD 7670M

Every suggestion helps. If you need more computer specs just let me know.

I usually am on high performance but here is a photo of GPU-z while i had some fps drops. I don't know alot about computers and not sure if anything is higher or lower than normal usage :??:

It usually helps if you have a second monitor but what I do is open up CPUz and windows task manager on the performance tab so you can see CPU load and core clock while your gaming. Because your CPU should go up to 3.3GHz while gaming but if your having to alt-tab to take the screen shot you system will clock back down and you will not be able to see whats actually going on.

The screen shot that you have shows your CPU is at 1.2GHz and it should be much higher while gaming.

Well it looks like it's bumping up fine but no way to tell what sort of CPU usage is actually going on. I wouldn't think that CPU would hold back a game to where the audio would stutter, task manager shows a timeline of performance so even if you take the screenshot a second after minimizing the game it will show what load it was under.

It happens in League of Legends and Minecraft. But this has never happened when I'm playing Guild Wars 2.
