Can you run dual video cards off a PCIe 3.0 x16 port using a riser card? I only have a single PCIe slot on my MB and want to run dual Geforce 650 ti Boosts. Is this possible? If so would it be a bottle neck?

Bottlenecking depends. What CPU and MB do you have? Other than that, SLI off riser cards is not recommended as you can experience loss of performance. I recommend getting an SLI MB.

its a ITX Zotac H77ITX-B-E MB the cpu is a Xeon E3-1240 v3

No bottlenecking but I am against getting any GTX cards as with that CPU there is no way you are gaming. The Xeon series is for Editing/Rendering and an nVidia Quadro would be best for your build. Also, again SLI is not recommended with a riser card.

why wouldn't the xeon be able to game? its basically a 4770 without a integrated gpu support?

As I said, Intel made Xeon for workstation purposes like video editing and rendering. This is not for gaming as gaming processors would be focused on loading shadows in game but Xeon is for advanced programming.

Yes, Xeons are meant for workstation purposes, but they can still be used for gaming with no problems, but they won't give off the same performance as the i7-4770. Like Amit Parmar said, Xeons are used mainly for video rendering/editing/design programs, etc. They aren't exactly meant for gaming. Also, I do not suggest that you should use a riser card with SLI, just get another board, like the MSI-787M (MicroATX) (has not been released of this post, but should be coming out soon :)
