DDR3 ram question...

Hi,
I am looking for ram to my PC and I am looking for one of this packs:
G.Skill TridentX DDR3 1600 PC3-12800 16GB 2x8GB CL7, with 7-8-8-24-2N @ 1.5V, which has a cost of 146€
G.Skill Ripjaws X DDR3 1600 PC3-12800 16GB 2x8GB CL9, 9-9-9-24-2N @ 1.5V, which has a cost of 147€
G.Skill Ripjaws X DDR3 1600 PC3-12800 16GB 2x8GB CL10, with 10-10-10-30-2N @ 1.5V, which has a cost of 146€.

I read in all sites i looked that lower latencies are better, but i'm studying an IT course and my hardware teacher says me that in DDR3 higher latencies are better, and now I'm in a mess.

Can someone advise me what memory is better, please?

NOTE: My MB and processor are this, if it gives some light to the problem:
AMD FX-8120
ASUS M5A97PRO

Shoot your teacher, lower latency is better, I'm guessing he/she is thinking higher frequency, which is also better, what you really want to look for is the best combo of high freq and low CL (CAS Latency) i.e. 1866 in general is better than 1600, but a 1866 set with a high CL of say 11 will be outperformed by a lower 1600 freq set of 1600/7 or 8 and often 9. Generally look at the combo of the two and think about performance DRAM and the steps going up high performance stick gen are

1600/7 1866/8 2133/9 2400/10 2666/11

each step up shows a slight overall performance gain, so if looking at 2133/11 and want to compare to 1866 sets it roughly steps down to 1866/10 so finding 1866/9 or 8 would be even better

One more question, please... Looking at this table: http://support.amd.com/en-us/kb-articles/Pages/ddr3memoryfrequencyguide.aspx
is a waste of money to buy a memory with higher frequency than 1600 MHz to put it in dual channel in my MB with 4 slots (only 2 populated) and a FX-8120, right?

And I have 2x2GB 1333MHz DDR3 ram now in the MB... It's better to put the 16GB 1600MHz or isn't a big performance difference between 1600 and 1333 MHz RAM and is better to use 20GB using the 4 slots of my MB?
