Low GPU Usage and Artifacts Recently

I built my first PC about 10-11 months ago and after a few minor problems it's been running great. Over the past few days I've noticed the frame rate a little below normal but I figured it was just some updates to the game. Today I loaded in and after 5 minutes I was getting 5-10 fps. After quitting and loading back in it seemed to do ok for a while the drop again and I was getting a lot of artifacts. Looking at my GPU usage there were times it would drop as low as 10% usage. Any ideas what this could be?

Gigabyte WF3 7950
8GB Corsair Vengeance 1600mhz
Corsair 650w PSU
Corsair H60i Cooler

I updated my driver recently to a beta release for the BF4 beta, didn't even cross my mind it could be that. My GPU temp hasn't got above 60f
(usually 50-55f) and CPU never goes above 55f. I'll try going back to the last version of drivers. If temps are stable do I still need to replace thermal paste? Also could this be a sign of my GPU going bad. I'm not sure the average life span for a GPU but 10 months seems a bit short.

Ok I'll go get some thermal paste. Do I need to do it on just the cpu our both the gpu and cpu. I went back to the last official amd driver and I stopped getting the frame rate drops and artifacts but gpu usage is still around 50%
 

LOL What?
No need to mess with it if the temperatures are good.

13.11 being beta might possibly have bugs. If it works with the latest stable release then I wouldn't be too concerned.

Yes. I've had these problems too with my new Asus R9 280X DirectCU II TOP.

With 13.11 Beta drivers I had lines (like pillars in to the sky), flashing and general distortion in game. I've moved back to the drivers that came with the card and all seems ok so far.

Should I be concerned about this card while I've got a chance to RMA? Or is it definitely the drivers?

I can supply a video if needed.
