Difference between 1GB video card and 3GB

I am going to upgrade my computer soon that has a 1GB video card to a 3GB video card but what some people have told me is that it does not matter. i have asked this question before but people just said it is hard to explain, can some one give me, a PC noob an answer.
 
Solution
The difference between 1gb vram and 3gb vram is that 3gb will handle higher resolutions as there is more vram to use.
two thinhs with a set amount of ram on the video card the video card can only go so high in video output. in games the gpu can only buffer so much frame data with a one gig card. with more ram the gpu can store more code and move more data per clock cycle the same goes for pc ram. a pc with 8g of ram can do more then pc with 4.
