Very odd situation/issue with PSU(s) and MB(s)

So I was diagnosing my sisters old PC that has a micro ITX board in it.
I troubleshot the PSU and it didn't seem to be the culprit at the time. So I ordered a new identical board. When I hooked everything up it still didn't boot, so I fell back on it must have been the PSU after all. So I installed a new PSU and it still would not boot (either board).

I found a totally different PSU and used an adapter, and it managed to boot up the old ITX MB.
So my first guess was the new PSU was DOA, but... I plugged it into another separate ATX MB unit and it booted that PC up with no issues.

So I am at a loss as to why the PSU won't work with one MB setup, but works with another... and why a separate ancient PSU boots up the ITX board with no issues.
 
two things first off some older vendors used proprietary motherboard and power supplys. some had one or two missing pins or some were not wired the same has newer power supplys. check the pin outs on the mb and on the power supply check where all the color wires are and look to see if they match up with atx wifi info.

Everything lines up. The PSU(s) are identical in wiring.
