Fast speeds, but slow downloads?

Hey guys, I have been noticing this wierd anomaly with my internet speeds, comcast rates my speed at 25 mb/s down and 5 mb/s up, wich is great, but when I use speedtest.net, the results are usually 8ms ping, 30 mb/s down (wow), and 6 mb/s up. this is great, just when I download a file in crome, steam, or pretty much any download service, I get about 6mb/s, wich is ok, really, the only utility that downloaded at the speedtest.net speeds was autocad and autodesk inventor.
any explanations for this? I am using a cat 6 ethernet cable, directly to my router (or through an ethernet switch, it does not really change.) and I have tried it with just my computer on the network, or my computer and 3 poweredge 2950 III's all running web servers, mail servers, and other stuff. I have tried switching my firewall (poweredge 2850 with ip cop) off and trying without it, but with no change, any help would be much apreciated.

Comcast or any isp offer top internet speeds but that doesnt mean you will always get them, it depends where the information has to travel to or how many hops it has to do, as well as the max transfer rate of the server that you happen to download from.

these speeds are not consistent, well sometimes.
also it depends on other factors like traffic.

based on experience, if you have origin, it basically allows me to download faster than my rated speed (internet from where i am sucks by the way)
