The ATX standard allows for 5% variation ....
12.0 +/- 0.05 % = 11.4 - 12.6
I look for no more than 1% when doing big OCs ..... 11.88 - 12.12

Not necessarily....and I'd wonder about which software ....also the voltage / heat / whatever your measuring in BIOS is different from what ya measuring w/ Windows loaded.....also never run two monitoring programs at same time as they can confuse each other.
