It depends on what your other components are. The recommended power supply wattage stated by manufacturers and retailers is absolute bull crap. Depending on the build, with an R9 280X the recommended wattage could be 470 W, or it could be 1,000 W depending on everything else you're adding to it. The GPU is just 1 factor. It can't be used to determine the wattage of every build out there. The best thing to do is give us a list of all your components. PSU Calculators are our best friends.
However, you have a tier 4 PSU. Tier 4's are the 2nd worst PSUs available and aren't recommended "for stressful situations". It might be a good idea to upgrade first. Good tier, 600+ W PSUs are fairly inexpensive, but if you don't upgrade you might still be fine.

Yes you can run the r9 280x is just a rebranded 7970 and minimum requirements for a 7970 is 550w.Also,you need to make sure that it is a modular PSU
Why would he need to make sure his PSU is modular? Sure, they're helpful, but they're certainly not necessary, especially if his case is well suited for wiring. The only difference between a PSU, a semi-modular PSU, and a modular PSU is the extent to which cables can be switched out. It's good for clutter, but they'll output the exact same wattage as any other good tier PSU.
