Best Air Heatsink to overclock the AMD 8350

Looking to overclock my 8350, the 212 Evo is just not cutting it. I would like to stick with air cooling as my case can not fit a radiator. I believe I have narrowed the heatsink to get down to three, these include the:

Noctua NH-D14:

Out of these which will keep my CPU the coolest, which will be the quietest and which do you think is the best to buy? If you know of an even better air cooler feel free to let me know.

I like the Noctua also. I say that without having tried your other options. I can say the performance from the Noctua is as advertised. Mine has been running for about 4 years now. The fans are some of the best I've ever owned and I will use them again in future builds. That being said..... I bet the performance numbers are quite close for each of these solutions.
From what I have read, you'll get about 5C difference between the CM Hyper 212 EVO and any of the ones you've listed. I might suggest you re-evaluate your case or your current fan configuration - I'm thinking not enough heat is being dispelled from your case.
As far as the heatsinks, the Phanteks is currently purported to be the best but has a more difficult mounting system

Some of the best high-end air coolers out there are:

- Noctua NH-D14 (* Quietest, but 1-2c warmer)
- Phanteks PH-TC14PE (* Cooler and moderately quiet) (* Mounting hardware error...you may need to contact their tech support for replacement brackets)
- Spire Thermax Eclipse II / III (* Even cooler but Loud)
- Thermalright Silver Arrow (* Even cooler but loud)

I've personally used the Hyper 212 EVO on a lapped (bare copper) FX 8350, Then the Phanteks TC14PE (also lapped to bare copper) and finally a Corsair H100i (Came OEM with copper base...unlapped)

With my FX 8350 @ 4.4GHz on stock voltage the Hyper 212 EVO would peak at 57c, Phanteks at 54c, H100i at 50c with my semi-quiet custom fan curve. This is in a case with great ventilation.

With the Top air coolers in the $80 range, I opted to go with the H100i when it went on sale for $100, just $20 more. Other good water coolers are the CM Seidon 240 (dual 120mm fan radiator) and the NZXT Kraken X60 (dual 140mm fans...make sure it will fit your case vents). These will perform slightly better than big air, but will be louder than the Noctua, around the same as the Phanteks, slightly quieter than the Thermalright or Spire.

I have read differing results with upgrading from a 212 EVO to a top end air cooler, some people have a claimed a drop in around 10c. Although saying this I do believe that you are right about the air flow in my case. When I purchase my new cooler, which looks like it will be the NH-D14 now, I will also be purchasing 3 new case fans to help keep the inside of my case cool.

While i'm on the topic, would these fans be the way to go are there cheaper ones that give similar to the same results? Also when these are added I will have 5 case fans, 1 at the back, 1 at the front, 1 in the bottom and 2 at the top is this a good setup?
 
As long as your push/pull setup is effective, the quantity of fans is moot. Your top fans should be pulling air out(same as rear fans). Your bottom and front fans should be pulling air in to your machine and your Noctual push/pull should pull from bottom & exhaust to top, also.
