Then the problem is not mouse related.
Do you have the problem in safe mode ?
Open the task manager and look if a process is using 100% CPU
Do you have the problem all the time or after the computer has been running for a while.
Scan your pc with malwarebytes, adwcleaner and roguekiller to clean up the computer.
