Acer H213 occasionally gets shaky/wibely

Occasionally the screen of my Acer H213H is shaky/wibley when I turn it on. It has nothing to do with the computer port or the cable, because even if the monitor is not connected to anything you can see the logo doing it as it turns on and then again when it gives the message that no cable is connected (I also tried it on another computer using VGA instead of HDMI, just to be sure). The shaking, snaking motion is especially prominent on the right half of the screen, as in the shaking gets more pronounced and severe as you look from left to right. Also the right edge of the screen is off the edge of the display, including the part menu panel when you press it. Changing the resolution from my computer does vary the severity and pace of the wiggling (as if you are zooming in on the wiggle so it looks less frantic then from a distance).

Sometimes it will just suddenly stop and look normal after being left plugged into the laptop for awhile, though it is annoying to do this most of the time as it is dizzying to have that motion continuously take place in my peripheral vision...
