I am building a pc, already have a motherboard that supports intel core cpu's and I want to use my computer primarly for gaming, also for photo editing and other light stuff. I am looking for at least a i5 core and needs to be overclockable. I am getting a MSI MSI R7850 Twin Frozr OC AMD Radeon HD 7850 2GB GDDR5 and 8gb ram to go with it so what would work best in that budget? And it still has to do ultra settings with graphics card.

Because you haven't said which motherboard you have (though I assume you have either Haswell or Ivy Bridge), I'll recommend for those two.

If you have an LGA 1150 motherboard (AKA Haswell) then I would recommend you get a 4670k and if you have an LGA 1155 (AKA Ivy Bridge) motherboard I would recommend a 3570K.

You won't find an unlocked (overclockable) i5 under $200 unless there is a sale going on. Intel only offers unlocked processors in their i5 and i7 range (i7s being $340).

Agreed. To properly answer this kind of question more information should be provided.

midnightsoul provided two options. However, there's a different chipset that should be factored in. There are older Core i5 CPUs (like my i5-750) that used Socket 1156.

So, does your Intel Core motherboard support Socket 1150, 1155, or the aging 1156? That's the question. The Exact model number of your motherboard would help the most.
