so just a few days ago my pc wouldnt turn on or show any sign of life. so I got a psu tester. I have only plugged in the 24 pin connector and the only led light that shows up is the +5VSB. does this mean my psu is ok and it is something else that is bad or is that mean my psu is bad.

Solution
Seems you have a faulty +5V rail. RMA to whatever manufacture or outlet you bought the PSU from for repairs. If it is a blank, unknown piece of garbage, just buy a much better one, which hasn't got an uber-low pricing on it. Seasonic, XFX, Corsair, Antec, Silverstone and FSP make some very good PSUs.
