I have a Gigabyte mATX GA-Z87MX-D3H and I was wondering if it would have any sort of bottleneck on a GtX 770, or even my Intel Core i5 4670k?

No you should be OK with a GTX 770 or even a pair of them. I would not install an i3 cpu or worse though.

But do you think that the 770 will reach it's full potential with my motherboard?

Yes, a single 770 will perform quite well in that motherboard.

Do you think if I wanted to upgrade down the road that this motherboard(which is a $130 mATX board) will fully support SLI'd 770's so that both the 770's will reach their full potentials?
