I will try to give all the facts.
Old PSU unit started smoking in an old homemade setup. Turned off system and replaced the power supply with an extra PSU sitting around (Antech TP-750).
The TP-750 would turn the system on, but its fan would not work. I could see its fan budge like it wanted to run but it could not spin. I even tapped it with a pen to try to start it.
I thought maybe the motherboard was trashed somehow when the old PSU cooked itself. I purchased a brand new motherboard and Athlon II processor.
I installed the new mobo and Athlon II. (The old mobo and CPU were from a 5-year-old eMachines PC so were ready for a refresh.) This time the system would not start up at all. And the TP-750 fan would not even budge. Its LED light turns on, but the fan won't turn on. Also, no BIOS or sign that computer is starting.
My research indicates that the TP-750 fan should never be completely off. I'm not positive of this, but I think that is the case.
I ordered a fanless PSU (Nofan brand), but I'm not sure that the PSU is the culprit.
FYI, my case has no mobo speaker, so no beep indicators either way.
I did a "paperclip test" on the PSU and it did the same thing. LED lights lit up but the PSU fan would not start.
