Need to replace my video card, but which one

I have a Dell Vostro 400 mini tower and I got it with a nVidia GeForce8300 GS (128MB DDR2 PCI-Express x16 (DVI/VGA) ), v.163.71 WinXP 32bit, A02, dual monitor. That was 2007 and XP OS. Now the Video Card has gone bad (did lots of troubleshooting and when the card is removed, Blue Screen of Death is gone. I installed Windows 8, works fine with the built in motherboard video, but need better. The Power supply is 350W, so I think going to 1GB or more will need more power than that, but not sure, so I was looking at 512MB Dell Vostro 200 220 230 260 270 400 460 470 Mini Tower Video Graphics Card, ATI Radeon HD 5450.

Would that work? Is there something better. Frankly, I'm not sure what to get but I only do development, don't need tons of graphics, but do need dual monitor for room to work.

Any thoughts?

Thanks so much for the response. The EVGA GeForce GT 620 1GB shows 64-bit, but my Vostro is 32-bit, will it still work or should I look for 32-bit
