Will this ASUS sound card fir in my CPU?

Well, judging by the specs on your system (I found them here - http://www.dell.com/us/business/p/optiplex-960/pd#TechSpec) it says it has a PCI-E x1 slot, which is what the sound card is. So yeah, it can handle it. It all depends on where that slot is in relation to the others and what you got connected to them as they *might* interfere, especially if you have a PCI-E x16 video card with a big GPU fan and the PCI-E x1 slot is next to it.
