I have done most of the basics that people have said to do. Reseat ram. Run only one ram stick (im only running 1 8gb stick anyways). Reseat the gpu and try different PCI slots. Try to unplug everything but the main parts and try to run. On and on and on. There is one thing in particular I am unsure about. I have a mostly modular PSU (Corsair cx750) and I have an 8 Pin connector going off of this. It doesn't seem to fit into my GPU and doesn't seem to have any other purpose. Currently my 2 8 pin connectors on my Sapphire Radeon 7970 are connected with a single cord from the PSU with two 6+2 pin connectors on the wire. I have also tried two separate wires plugged into two separate slots in the PSU. My overall question is this, does my setup have enough juice in that one wire to power the GPU and where does that 8 pin connector go? Any other suggestions would be wonderful as this is pretty frustrating.

Additional details: Mobo lights with green LED and 1 beep on startup which makes me think I don't have faulty parts. Fans are on and such, it's just no signal to the dang monitor using DVI.

Additional specs:

AMD FX 8320
crucial ballistix low profile 1x8gb 1600 ddr3
CM hyper evo 212 cpu cooler
asus m5a97 le r2.0
Seagate 1tb/8gb sshd

Solution
have you tried the GFX card in another machine to test it ? have you plugged in the 8 pin CPU power cord into the motherboard?

Also - check your manual for what 1 beep on startup indicates is the issue. varies from motherboard manufacturer.

Ok, I believe the manual said that 1 beep means everything works well. I will try the card in a different machine and see what happens. I did plug in an 8 pin cord that was labeled CPU on it.
