I have a laptop with a mechanical hard drive, want to switch to an SSD for speed and power consumption reduction, I do have the option of buying an ultrabay and using 2 hard drives at the same time, this would allow me to transfer the OS to the SSD, but I am wondering if it possible without buying an ultrabay adapter for a second hard drive,

I want to take the SSD, replace the normal HDD, and install the O.S. using an upgrade disk I will purchase from my university, i want to purchase win ult 64 bit because i have 8 gbs of ram and I currently have 32 bit win 7 home prem, so i am wondering is it possible to install win 7 using the upgrade disc on the ssd directly to the ssd then use the COA on the laptop for a key or will I have to use a cloning software to transfer or the ultrabay option.

No, you want to get an ISO of Window 7 Professional 64-bit, burn it to disc or make a bootable USB, then use it to install a fresh copy 64-bit Windows and use your existing key to activate when prompted.

There's no need to do an upgrade from a previous install.
You don't need to purchase a 64-bit version at all. Your key for your 32-bit windows can be used for 64-bit (see here).

You just need to download a legit Windows 7 64-bit iso and re-install. You can get a legit copy from Digital River. Here is a webpage with direct download links:

Edit- Note: you must use the exact same edition for 32 and 64-bit. If you have 32-bit Home Premium, you cannot use the key for 64-bit Ultimate, for example.
