They're more or less the same, but I recommend Windows 8. It's a very stable OS that is simply marred by a less than well received UI change. It takes some getting used to, but Windows 8.1 is a bit closer to home.
Windows 8 has support for DirectX 11.1, and Windows 8.1 has support for DirectX 11.2.
