New PC build does not power on.

Update:

I finally found the solution to this. I wasn't pushing the 4 pin connector in deep enough. That notch-like thing hadn't clicked into place. Sorry for the stupidity. :(

However, it still doesn't boot.

As in the fans power up and the three lamps on the keyboard blink once. However, in a few seconds, it just turns itself back off and then back on. (Keyboard lamps blink once again.) This just keeps on happening over and over. No display, no beeps.

Could my half-way connection of the 4 pin connector have damaged something?

These are the components I'm building this with.

Intel Pentium G2030 CPU
MSI H61M-P32/W8 motherboard
Kingston ValueRAM 2GB x2 RAM sticks
Sapphire Radeon HD 7730 graphics card
Cooler Master GX 450W PSU

Before putting the whole thing up together, I connected just the CPU, motherboard, a single RAM stick and PSU, then tried powering it on. (Left graphics card aside for the moment, since the CPU has on-die graphics.)
Made sure to connect both the 24 pin connector and 4 pin connector to the PSU.

And as luck would seem, nothing happened when I powered it on via the power switch. No lights, no fans turning for even a split second. Just dead.

Since then, I've tried these steps.
1. Checked that the PSU is turned on from the switch at the rear.
2. Switched out the PSU with a GX 550W which I know works.
3. Tried all possible RAM stick/slot permutations/combinations.
4. Tried switching on by shorting the power switch pins with a screwdriver, for each situation.

I also checked the CPU support page at http://www.msi.com/product/mb/H61M-P32-W8.html#/?div=CPUSupport to see whether it needs a BIOS update, but the very first BIOS version is listed for the G2030, so it can't be that either.

So basically, I'm at the end of my wits here. No idea what to do. Some help, please?

It might be the RAM is bad so the system fails POST. I would suggest trying RAM that is known to be working before you buy a new kit. Also try that other Power supply that you mentioned earlier to see if it is PSU specific or if it is the RAM

I am thinking your motherboard might be DOA in this situation. Happens sometimes, just RMA it and get a new one and proceed with the build. You might want to test your CPU to see if it works because something may have shorted it when the motherboard decided not to work.

No, what I meant is, it doesn't boot at all. Not just twice, but it's cycling like that infinitely until I pull the power out.

Could it be a memory problem? I'm using a pair of old RAM sticks that I had around, instead of buying new.
Booting without RAM gives the error beeps as expected.

Tried both PSUs. Same symptoms exhibited both times. Since the RAM sticks are the only old things I'm using, those are probably the culprits.
Kind of surprised that two of them failed, though. Never had two failing at once.

Also, can I disregard any possibility of CPU being damaged due to trying to power on with the 4 pin connector only halfway in? (It didn't turn on at all then, though, so I guess it's not possible that anything happened.)
